When it happens
Section titled “When it happens”A sign-up, a new email address on an account, or a user created with the Backend API uses an email address that
already belongs to a user of the instance. During sign-up this is returned only when the instance has enumeration
protection off; with it on, the sign-up goes on and the address’s owner is told by email instead. A sign-up by
invitation whose invited address already has an account gets it on ticket.
